(Hong Kong, 5 October 2026) — Hong Kong Science and Technology Parks Corporation (HKSTP) and the Civil Engineering and Development Department (CEDD) have signed a three-year Memorandum of Understanding (MoU) to jointly promote the application of innovation and technology (I&T) in Hong Kong’s civil engineering and infrastructure development. The collaboration will support Hong Kong in proactively aligning with the National 15th Five-Year Plan and drive the traditional construction industry towards high-quality development.

This collaboration is particularly significant as it marks CEDD’s first strategic partnership with a local organisation dedicated to developing an I&T ecosystem platform. Under the MoU, the two parties will conduct solution-matching exercises on a regular basis, aligning solutions offered by HKSTP park companies with CEDD’s project needs to further promote the implementation and application of construction technology solutions. 

The two parties have planned a series of collaborative initiatives, including the industry’s first Application Scenario Promotion Day to be held by the end of this year, where CEDD will share the actual difficulties, challenges and application needs faced by its various projects. The event will be open to park companies, enabling them to directly engage with CEDD in response to real project scenarios, thereby facilitating solution discovery, industry collaboration and potential pilot opportunities. This arrangement aligns with the policy direction announced in September’s Policy Address, under which HKSTP is exploring to establish the “Hong Kong Innovation and Technology Application Scenario Promotion Centre”. By bridging public and private sector needs with innovative solutions, the Centre will promote real-world application, with this first Showcase Day serving as a pilot initiative.

As one of Hong Kong’s largest public infrastructure project owners, the CEDD will serve as a strategic anchor partner for HKSTP start-ups, enabling their construction technology solutions to be tested and applied in major infrastructure and large-scale projects. This will create high-impact success stories and promote the wider adoption of these solutions in Hong Kong and overseas. In addition, the CEDD will undertake a number of projects in the Northern Metropolis, an area spanning approximately 30,000 hectares. Through these projects, HKSTP park companies aspire to  conduct proof-of-concept testing or trials in the Northern Metropolis.

The two parties will also combine the CEDD’s experience in infrastructure projects with HKSTP’s global network to engage in regular exchanges on topics such as global developments in construction technology and international trends in infrastructure innovation. The collaboration will also provide an international showcase platform by arranging visits to CEDD project sites for overseas construction industry stakeholders, as well as opportunities for experience sharing. These exchanges will offer insights into successful applications of I&T in major infrastructure projects, enabling solutions developed in Hong Kong to demonstrate their strengths, gain greater market recognition and explore global opportunities.

As Hong Kong’s largest I&T ecosystem, HKSTP will continue to play a leading role by providing wide-ranging support to nurture the growth of start-ups, strengthening corporate partnerships, promoting the adoption of construction technology in Hong Kong, and consolidating Hong Kong’s position as an international I&T centre.
